Distributed Common Ground/Surface Systems

Abstract

This is a Military Intelligence Program (MIP) program element. DCGS-MC provides core intelligence processing, analysis, production, and dissemination tools and capabilities within garrison and for deployed Marine Corps organizations and is integral to delivering decision advantage at the speed of operational relevance outlined in the 2018 National Defense Strategy and 2019 Commandant's Planning Guidance. In order to concentrate investments in an integrated architecture to improve enterprise alignment while delivering substantially better collective intelligence outcomes for the warfighter, All-Source and SIGINT programs have been consolidated under the DCGS-MC portfolio. DCGS-MC complies with the Department of Defense (DoD) DCGS Enterprise interoperability and information sharing requirements by migrating select processing, exploitation, analysis, and production capabilities into a single, integrated, net-centric baseline within the Marine Corps Intelligence, Surveillance and Reconnaissance Enterprise (MCISRE). Capabilities are provided via COTS servers, workstations, laptops, peripherals, and commercial and government software. Modernization and technology insertion efforts are focused on advanced capabilities such as leveraging cloud services and Artificial Intelligence/Machine learning (AI/ML) to support operations in the information environment. Current programmatic efforts support a service-oriented architecture and migration to common hardware and software to take advantage of commonality in computer administration functions, training and cybersecurity procedures.

Increase of $17.300M from FY21 to FY22 will enable development of Naval antennas, peripheral equipment, and modernized surveying hardware, to include non-permissive sub/surface and airborne survey collection capability enhancements. Additionally, increase reflects integration of software tools to automate analytical work flows to improve battlespace awareness, processing and analysis of big data. The enhanced survey and Naval antenna integration will support USMC execution of Expeditionary Advance Base Operations (EABO) as part of a greater Distributed Maritime Operations in accordance with the Commandant of the Marine Corps (CMC) Force Design initiatives.
