Abstract

The Command and Control, Battle Management, and Communications (C2BMC) program is the integrating element of the Ballistic Missile Defense System (BMDS). It is a vital operational system that enables the U.S. President, Secretary of Defense and Combatant Commanders at strategic, regional and operational levels to systematically plan missile defense operations, to collectively see the battle develop, and to dynamically manage designated networked sensors and weapons systems to achieve global and regional mission objectives. Systems linked through C2BMC include Patriot, Terminal High Altitude Area Defense (THAAD), Aegis Ballistic Missile Defense (BMD), Aegis Ashore, Ground-based Midcourse Defense (GMD), Army Integrated Air and Missile Defense Battle Command System (IBCS), and sensors such as the Army Navy/Transportable Radar Surveillance and Control-2 (AN/TPY-2) Radar, Sea-Based X-Band Radar (SBX), Long Range Discrimination Radar (LRDR), Homeland Defense, Space-Based Infrared System (SBIRS), and BMDS Overhead Persistent Infrared (OPIR) Architecture (BOA). The C2BMC program also works to increase coalition partners' capabilities and investigates concepts and explores system engineering issues associated with innovative space applications for a missile defense intercept and defeat system. C2BMC begins support to integrate existing sensor elements within Missile Defense Agency and the Services into the Ballistic Missile Defense System Communications Network (BCN) to establish a globally integrated sensor architecture to provide enhanced, dynamic space capabilities, and extend existing BCN network and cybersecurity management to cover the expanded architecture

Decrease in FY 2020 reflects the Congressional decrease for Increment 7 efforts and Integrated Air and Missile Defense (IAMD) Battle Command System (IBCS) and an increase for Cybersecurity efforts. Increase in FY 2021 provides development of additional Post Intercept Assessment (PIA) capability delivering kill assessment data for GMD, integration of a NORTHCOM user node for increased availability and resiliency in support of Homeland Defense operations and the integration of an additional management node providing uninterrupted global mission support while delivering increased resiliency to BMD network system and security. It also supports AN/TPY-2 hardening of Satellite Communications (SATCOM) terminals, and increased Protected Anti-Scintillation Anti-Jam Wideband Net-Centric System (PAAWNS) support to ensure continued communications in the event of high altitude nuclear explosion. The FY 2021 increase also supports the integration of existing MDA and Air Force sensor elements with C2BMC and the Ballistic Missile Defense System Communications Network (BCN) to establish a globally integrated sensor architecture to provide enhanced, dynamic space capabilities, and extend existing BCN network and cybersecurity management to cover the expanded architecture.
