Tact Air Dir Infrared CM (TADIRCM)

Abstract

This element includes development of electronic warfare systems for the United States Navy and United States Marine Corps assault and strike aircraft. This includes the development and testing of advanced Infrared Countermeasures systems for emerging threats and emergency contingencies. Realignment of project units from Tactical Aircraft Directed Infrared Countermeasures to Joint and Allied Threat Awareness System began in FY 2011. Common Infrared Countermeasures is a new start for the Navy with efforts to begin in FY 2013. JUSTIFICATION FOR BUDGET ACTIVITY: This program is funded under ADVANCED COMPONENT DEVELOPMENT AND PROTOTYPES because it includes all efforts necessary to evaluate integrated technologies, representative models or prototype systems in a high fidelity and realistic operating environment.

Change Summary Explanation
Schedule: 3302 Changes are as follows JATAS: Milestone C from 1st Qtr 2014 to 2nd Qtr 2014; Contractor TRR from 4th Qtr 2012 to 2nd Qtr 2013. Changes in JATAS Engineering Development Model (EDM) deliveries are as follows: EDM Qual Test Comp deliveries from 4th Qtr 2012 to 2nd Qtr 2013. 3304 CIRCM MS-B moved from 3Q FY2013 to 1Q FY2015 and MS-C moved from 3Q FY2015 to 2Q FY 2017. The original dates were place holder while the Army worked toward a MS"A" decision. When the TD contract was awarded, the Army had to work through a protest period of 3.5 months. When the protest was completed and the team was ready to move forward with the TD phase, the final schedule approved by the Army PM has MS"B" in 1Q15. While it was hope to get a MS"B" decision in FY14 it was not smart to have the decision placed in the final quarter of the year. The PM made the decision to move the Milestone to 1Q FY15. Based on the EMD contract award, MS"C" is planned for 2Q17. The budget was updated with the current information once released by the Army.
