Tact Air Dir Infrared CM (TADIRCM)

Abstract

This element includes development of electronic warfare systems for the United States Navy (USN) and United States Marine Corps (USMC) assault aircraft. This includes the development and testing of advanced infrared countermeasures systems for emerging threats and emergency contingencies for Aircraft Survivability Equipment (ASE) suite integration. FY 2017 Research Development Test and Evaluation (RDT&E) funding is required for a federated Distributed Aperture Infrared Countermeasure (DAIRCM) system in support of Joint Urgent Operational Needs Statement (JUONS) S0-0010. Funding covers developmental activities in hardware and software to reduce the size, weight, and power required to achieve a threat (missile, LASER and Hostile Fire) warning detection and defeat system compatible with mission planning information that stores sensor data for post mission threat analysis. FY 2018 RDT&E overseas contingency operations (OCO) funding is required to finalize testing in support of fielding the federated DAIRCM system. FY 2018 - FY2022 RDT&E funding required for an integrated (under glass) DAIRCM lead and follow-on AH-1Z, UH-1Y and MH-60 platform integration and completion of the Engineering Change Proposal (ECP). Program of Record will eventually support integration and retrofit of 300 USMC and 397 USN aircraft. JUSTIFICATION FOR BUDGET ACTIVITY: This program is funded under ADVANCED COMPONENT DEVELOPMENT AND PROTOTYPES because it includes all efforts necessary to evaluate integrated technologies, representative models or prototype systems in a high fidelity and realistic operating environment.

Change Summary Explanation
Schedule: Project Unit 3304 Common Infrared Countermeasures (CIRCM): Integrated Operational Test & Evaluation (IOT&E) from 4th Qtr. FY 2018 through 4th Qtr. FY 2019 to 4th Qtr. FY 2019 through 4th Qtr. FY 2020; Navy Development Test & Evaluation Engineering Manufacturing Development (DT&E-EMD) from 2nd Qtr. FY 2016 through 2nd Qtr. FY 2018 to 2nd Qtr. FY 2017 through 1st Qtr FY 2019; Navy Test Readiness Review (TRR) from 2nd Qtr. FY 2017 to 3rd Qtr. FY 2019; All tasks are on schedule and to be completed by the Army. Project Unit 3348 Federated Distributed Apertured Infrared Countermeasures (DAIRCM): Joint Urgent Operational Needs Statement development, integration and test started 2nd Qtr. FY 2016 through 2nd Qtr. FY 2018; Quick Reaction Assessment (QRA), 2nd Qtr. FY 2018. Common Aircraft Survivability Equipment DAIRCM INC II Blue/Green BISOG RDT&E funding (supporting United States Navy and United States Marine Corps requirements) for lead platform integration and completion of Engineering Change Proposal to Program of Record (PoR). PoR for DAIRCM to eventually support integration and retrofit of 300 USMC AH-1Z/UH-1Y and 397 USN MH-60R/S aircraft. Development integration and test will continue FY 2018 through FY 2022. PU 3348 DAIRCM Development Schedule reflects the unanticipated proliferation of a specific threat to assault rotary wing aircraft in Central Command, the United States Special Operations Command submitted a Joint Urgent Operational Needs Statement (JUONS) through the Joint Capabilities Integration and Development System process on 30MAR15. The JUONS was validated by the Joint Staff on 24APR15. The JRAC directed the services on 29MAY15 to provide a material solution that meets the requirements of the JUONS. Funding for the DAIRCM system was received via Rapid Acquisition Authority in Jan 2016. UCAs were awarded in March 2016. Transition from JUONS to POR will begin in 2018. NOTE: Current schedule was revised to include the implementation of the DAIRCM planned program of record.
