New Design SSN
Abstract
The U.S. Navy must maintain a submarine fleet that is of sufficient capability and numbers to defend American interests. The VIRGINIA Class Submarine, formerly the New Attack Submarine (New SSN), is being designed to fulfill this need. It will counter the potential threats of the next century in a multi- mission capable submarine that has the ability to provide covert, sustained combat presence in denied waters. The primary goal of the program is to develop an affordable yet capable submarine by evaluating a broad range of system and technology alternatives, and pursuing cost reduction, producibility improvement, and technical risk management. This Program Element (PE) provides the technology, prototype components, and systems engineering needed to design and construct the VIRGINIA Class Submarine and build its Command, Control, Communications, and Intelligence (C3I) System. This PE directly supports the following VIRGINIA Class Submarine missions: (1) covert strike warfare (STRIKE); (2) anti-submarine warfare (ASW); (3) covert intelligence collection/surveillance (ISR), indication and warning (I&W), and electronic warfare (EW); (4) anti-surface ship warfare (ASUW); (5) special warfare; (6) covert mine warfare; and (7) battle group support.

- The FY 2019 funding request was reduced by $0.858 million to reflect the Department of Navy's effort to support the Office of Management and Budget directed reforms for Efficiency and Effectiveness that include a lean, accountable, more efficient government. The FY 2017 Program Adjustment for FY 18 Rim of the Pacific Exercise(RIMPAC) Engineering Civic Action Program (ENCAP) Demonstration Launch The FY2019 Program Adjustment is due to an addition of funding to support the following efforts - development of the VIRGINIA Class (VCS) Stern Area System, Special Operation Force capability enhancements, and execution of the Tactical Submarine Evolution Plan (TSEP). TSEP is the Undersea Enterprises' holistic plan to maintain the right mix of SSN, SSGN, SSBN, and next SSN platforms to meet current and future requirements for Undersea Warfare. TSEP is a scalable, enduring process for developing and fielding undersea capabilities while continually ensuring alignment with the strategic guidance outlined in strategic documents, to include National Security Strategy, National Military Strategy, and Navy's Design for Maintaining Maritime Superiority. TSEP will procure the right mix of tactical platforms with the right capabilities in a manner and schedule to foster and maintain an efficient, cost effective production infrastructure. TSEP looks at a near-term (10 year) and a long-term window of at least 50 year to build, train, and equip the submarine force of the future to maintain undersea dominance. TSEP sustains and enhances current VCS submarines being built (BLK V-VII) and prepares for the next generation submarine force through the deliberate process of developing targeted time/phased solutions across complex parallel efforts - delivering the right platform with the right capabilities at the right time to ensure we can outperform the adversary today, tomorrow, and well into the future.
