Abstract

The P-8A Increment 3 program consists of incremental enhancement Engineering Change Proposals (ECPs) to system capabilities that will retain cost-wise effectiveness for major combat operations. Increment 3 will incorporate improvements to aircraft systems including significant war-altering Anti-Submarine Warfare (ASW) capabilities of Enhanced Multi-Static Active Coherent (MAC) and ASW Signal Intelligence (SIGINT) which are enabled by the incorporation of Combat System hardware and architecture improvements, ASW and Anti-Surface Warfare (ASuW) sensor improvements, communication capability upgrades, ASuW Net Enabled Weapon (NEW), Higher-Than-Secret (HTS) security capability, and associated pre/post-flight ground system development to support Increment 3 aircraft and Increment 3 ground system requirements. These capabilities will be developed as a series of ECPs for the P-8A and are as follows: - ECP 5 - Net Enabled Weapon Data Link, High Frequency radio Internet Protocol (HF-IP), Integrated Broadcast Service (IBS) filtering, IBS receiver, and Harpoon II+. (Forward-fit Fielding FY 2020, Retrofit Fielding FY 2021) - ECP 6 - ASW SIGINT, Anti-Submarine Warfare (ASW) capability, Wide Band SATCOM, Higher Than Secret (HTS) processing, Enhanced track management (Minotaur), Applications Based Architecture (ABA) and Combat System. - ECP 7 - Enhanced Multi-Static Active Coherent (MAC). - Pre/Post-Flight Ground System Development - System upgrades to the associated ground support system and Tactical Operations Center (TOC) systems. To expedite fielding capability to the P-8A Fleet, ECPs 5 and 6 are executed concurrently as these capabilities are independent of one another. Enhanced MAC (ECP 7) software is also executed concurrently but is reliant on ECP 6's Combat System hardware and architecture to operate on the P-8A. Both ECP 6 and ECP 7 are integrated via the Platform Integration contract that awarded 2Q FY 2019. ECP 6 integration activities began 1Q FY 2019 with initiation of the Government Lead Capability Integrator (LCI) integration and award of the Platform Integration (PI) contract in 2Q FY 2019. ECP 7 integration activities began 1Q FY 2021. ECP 6/7 Integrated Flight Test & Evaluation will begin 3Q FY 2022. Enhanced MAC (ECP 7) is developed within Program Element (PE) 0604261N and integrated via the Platform Integration contract within this PE. JUSTIFICATION FOR BUDGET ACTIVITY: This program is funded under SYSTEM DEVELOPMENT AND DEMONSTRATION because it includes those projects that have passed Milestone B approval and are conducting engineering and manufacturing development tasks aimed at meeting validated requirement prior to full-rate production decision. Note: ECP 6/7 fielding in 4Q FY 2025 includes 7 aircraft (1 squadron) modified, trained and ready to deploy to include pre/post-flight ground systems.

Change Summary Explanation
FY 2022 increase of $10.798 million due to program realignments caused by prior year Congressional adjustments. These funds support the requirement of additional ground system hardware to execute the ECP 6/7 test events in FY 2022, as well as planned increase in Government-led Lead Capability Integrator (LCI) integration requirements. Schedule: Prime Contractor resourcing pressures (manpower & facilities) in FY 2021 resulted in consolidating ECP-6 and ECP-7 Integration and Test and Evaluation (IT&E) in order to mitigate a Increment 3 Initial Operational Capability (IOC) slip. This delays ECP-6 fielding from FY 2024 to FY 2025, but maintains Increment 3 IOC and ECP-7 ASW MAC-E Fielding in FY 2025, as well as mitigates any financial impacts. ECP5 Test & Evaluation end date moved from 2Q2021 to 4Q2021.
