Change Summary Explanation
A functional transfer of the DoD Transition Assistance Program (TAP) from the Office of Military Community and Family Policy to the Office of Wounded Warrior Care and Transition Policy occured in March 2009, subsequent to approval of the Program Objective Memorandum for Fiscal Years 2010-2015 . During the Program Review for Fiscal Years 2011-2015, DoD TAP requirements were definitized and documented. Hence, these program changes reflect senior leadership's strategic vision for the Department's TAP to meet the intent of 10 USC § 1142, Pre-separation Counseling, with increased emphasis on delivery of services to the Reserve Components. The Department approved a technical correction to transfer DW, RDTE to DW, Procurement to procure scanning equipment for the DoD to reduce manual entry errors associated with Service member’s Verification of Military Training and DD Form 214 pending implementation of electronic data interchange capability, anticipated to occur not later than end of FY 2011. This action does not change the purpose for which the funds were originally appropriated, nor does it generate additional requirements. Wounded Warrior Care and Transition Policy – RDTE decrease $1,552 supports senior leadership strategic vision to meet the intent of 10 USC § 1142, Pre-Separation Counseling, under the Transition Assistance Program. Funds transfer to support the procurement of scanning equipment for the DoD to reduce manual entry errors associated with Service member’s Verification of Military Training and DD Form 214 pending implementation of electronic data interchange capability. This action does not change the purpose for which the funds were originally appropriated, nor does it generate additional requirements. This action brings the Department into compliance with 10 USC § 1142.
