Joint Architecture Integration and Development
Abstract
Primary OUTCOME (objective) for this effort is to integrate and develop joint architectures, in direct support of multiple C2 related efforts, to include Joint C2 (JC2) Capability Portfolio Management (CPM), and for cross-portfolio integration and federation efforts between the Joint Capability Areas (JCAs), and the mission areas of the DoD Enterprise Architecture (DoD EA): Warfighter Mission Areas (WMAs), Enterprise Information Environment Mission Area (EIEMA), Defense Intelligence Mission Area (DIMA), and Business Mission Area (BMA). The centerpiece of this effort is to develop and sustain a command and control (C2) capabilities mapping baseline and reusable repository of architecture information. Resident in the repository are the C2 capabilities mapping framework and the Joint Task Force Enterprise Architecture (JTF EA) providing reusable authoritative data and information for objective C2 capabilities analysis and assessment. This information is essential to inform C2 CPM decision-making and cross-portfolio architecture driven analysis. The information is simultaneously used to support analysis of JTF performance providing more efficient and effective JTF planning, certification and sustainment efforts (see related Turnkey project). In close coordination with OSD/NII and COCOM/Services/Agencies to develop and publish standards for the federation of DoD architecture data supporting the discovery and reuse of architecture and Joint Mission Thread products. Two subordinate but essential efforts are the development of the Joint C2 (Command and Control) Architecture and Capability Assessment Enterprise (JACAE) and the USJFCOM Joint Common Systems Function List (JCSFL). JACAE is comprised of the processes, systems, applications, and people necessary to support the reuse repository and architecture development. The JCSFL is a comprehensive common lexicon of warfighter system functionality descriptions used to develop integrated architectures and support the assessment of capabilities across DoD. The JCSFL is the essential hub of the capability mapping baseline used in capability analysis supporting capability portfolio management. Use of the JCSFL is required by CJCSM 6212.01E. The JCSFL is available to all COCOMs, Services, Agencies, and has been shared with NATO and multi-national partners.
