Assessing ‘Gray Zone’ Conflicts for the U.S. Security Coordinator (USSC), U.S. European Command (USEUCOM), and U.S. Special Operations Command (USSOCOM)

Abstract

The SMA Cell started a strategic analysis effort in FY 2015 at the request of the USSC for Israel and the Palestinian Authority. The effort evaluates strategic risks and identifies knowledge gaps to provide an increased understanding of potential security environments and their implications for Palestinian security sector reform. USEUCOM subsequently asked SMA to apply the same methodology to identify emerging Russian threats and opportunities in Eurasia. Collectively, these two efforts focus on developing strategies and responses for ‘Gray Zone’ conflicts.
