THE NEED AND METHODOLOGY FOR DETERMINING NAVAL ENLISTED MANPOWER REQUIREMENTS

Abstract

A study was made to aid in the identification of shipboard and other naval activity skill requirements so that the total requirements, or demand, might be matched with the supply of skilled personnel. The investigation revealed the need for the enlisted Navy job classification (ENJC) codes to supplement ratings by identifying and reporting a small but significant number (20%) of naval activity enlisted skill requirements. These special skill requirements are those which extend beyond the qualifications normally acquired by personnel of given ratings. Recommendations included the classification and coding of those allowance and complement billets with special skill requirements which are best identified by ENJC's.
