ON THE DUALS OF SYMMETRIC PARTIALLY-BALANCED INCOMPLETE BLOCK DESIGNS
Abstract
Condiions are investigated under which the dual of a symmetric partially balanced incomplete block design with m associate classes is a design with all parameters the same, a question of some significance in the problem of enumerating all designs, and for applications to miscellaneous combinatorial investigations. Sufficient conditions are given for the dual to have the desired property, along with an example that demonstrates that, if no conditions are postulated, the dual need not have this property.
