CORRECTING CERTAIN WIND STATISTICS FOR BIAS

Abstract

Estimates of the parameters of wind statistics are needed to improve the techniques of fallout prediction. In this report, corrections for biases due to the fact that the raw data is reported in polar coordinates and the fact that wind observations are not independent are presented. The biases for winter winds at Oakland have been computed as an illustration of the magnitudes. (Author)
