EVALUATING IMPROVEMENT IN MISSION PERFORMANCE OF MILITARY EQUIPMENT. A METHOD OF COMPARING EFFECTS OF TECHNOLOGICAL CHANGE ON MILITARY ITEM EFFECTIVENESS

Abstract

A method of comparing functional usefulness of models of an item of military equipment has been developed. The m thod uses appraisals by a carefully selected group of experienced military users of the equipment item, in a systematic comparison procedure. The products of the method described here are: (1) A relative improvement in functional usefulness between any two models, expressed in mission-performance-score (MPS) points. The improvement is with respect to the current mission statement used in appraisal. The improvement from an existing model or the forthcoming future model is projected on the basis of the performance features estimated to be attainable. (2) An average annual relative improvement in MPS points between models. (Author)
