ECHO VARIABILITY AND THE FORMULATION OF A RADAR THEORY
Abstract
Basic considerations important to the fabrication of a mathematical model of operational radar performance are given. Experimental evidence gathered at 425 sed to show the presence of substantial long-term undulations in the mean returned signal from a target at constant range. The implications of undulations of this magnitude in the construction of a theory are reviewed, and experimental investigation of heir ources is strongly recommended. (Author)
