This paper, which is a contin ation of the author's recent paper, ''Networks o Queues with Controlled Service Rates,' extends the equilibrium theory of networ s of queues to systems where the instantaneous customer-arrival rate is an essentially arbitrar function of the total number of customers present in the system.
