Recent interest in scattering of a coherent electromagnetic wave from density fluctuations in a plasma centers on the examination of the scattering cross section and its relation to the fluctuation spectrum of the plasma. This report generalizes the formulation of the scattering problem to show that the a sorption cross section must be considered in addition to the scattering cross section. The formulation of the problem follows two different but equivalent methods. One method depend on the connection between the scattering cross section and the imaginary part of the index of refraction. The second method depends on the use of Boltzmann's equation for the description of a plasma in terms of a dielectric with spatial dispersion and external (free 0 charges and currents. The work indicates that a correct description of the problem requires the use of the space and time-dispersive dielectric coefficients epsilon trans (k omega) and epsilon trans (k omega). In addition to the transverse scattering cross section, the cross section is derived for scattering of a coherent longitudinal density wave from density fluctuations. (Author)
