Policy Issues Involved in the Conduct of Military Development Programs

Abstract

The main purpose of this paper is to discuss some of the issues involved in the conduct of military research and development. But before turning to policy matters, it may be a good idea to spend some time asking ourselves "What is the essential nature of this activity?" Unless people who are interested in policy matters can come to some agreement on the kinds of uncertainties that underlie R and D decisions and therefore on the environment in which these decisions have to be made, discussion of policy matters hardly can be fruitful.
