Abstract

Requirements of an adequate, responsive Army production base are outlined. Recommendations are: (1) the Army should concentrate on establishing efficient high-capacity plants; (2) the Army should replace over-age, worn-out machine toolsAND THE BEST TOOLS IN THE INVENTORY SHOULD BE ENGAGED IN CURRENT PRODUCTION; (3) layaway packages, with appropriate exceptions, should be broken up; (4) the Army should dispose of overage tools, more than 90% of those over 10 years old, and special tools unsuited to current or future production and it should consider school needs, estimated at 100,000 units, and foreign aid in its disposal plan; (5) five-year modernization programs should be undertaken in active production facilities; (6) private industrial plants engaged in supporting production should be encouraged to modernize their equipment and expand capacity by allowing depreciation charges; (7) a new approach must be made to capital costs of new Army procurement; and (8) an R+D program in production technology should be established, with emphasis on advancing metalworking arts. Expenditure for R+D in production technology should be programmed as an identifiable segment of the R+D effort. (Author)
