OBSERVATIONS ON NATIONAL SECURITY ORGANIZATION MOBILE DEVELOPMENT UNIT-2 OPERATIONS

Abstract

This paper relates the author's impression of a seven week visit to Northeast Thailand in the spring of 1963, most of which was spent as an Observer with the National Security Organiza tion's Mobile Development Unit 2 operating in Sakol Nakorn Province. The counter-insurgency mission and operations concept of the Unit, which stress the psychological objective of extending a visible Government presence to remote rural villages, are discussed. Considerable import ance is attached to the interpretation of the time schedules assigned to, and the operating techniques developed by the Unit's three consti tuent mobile teams. The self-help work project concept emphasized by one of the mobile teams is discussed in detail. Impressions of the villagers reactions to the presence of the teams in their villages and especially the value of man-to-man, Government official-to-farmer talk are given. (Author)
