CB Defense Maneuver and Operational Evaluation

Abstract

This report describes results obtained whose ultimate objective is to develop a maneuver system for evaluating the operational effectiveness of USAF units under simulated conditions of chemical and biological (CB) attack. Two basic maneuver concepts were developed: (1) the standard maneuver, which uses preprogrammed CB attack and casualty assessment information displayed in an umpire's instrument; and (2) the special maneuver, which involves the actual release and sampling of simulants or training agents. Preliminary definition was made of guidelines, procedures and umpire instructions, as well as of techniques for casualty assessment and performance evaluation which are necessary for a feasible standard maneuver system. Initial emphasis was placed upon a submaneuver involving the flightline activities associated with turnaround of TAC aircraft. Preliminary design was established for a battery-powered umpire's instrument to be used for display and recording of information during standard maneuvers. A simple chemical reaction technique was demonstrated which umpires will use in making check tests of decontamination effectiveness. Mathematical models relating to the CB attack profile and resultant casualty distribution were developed. A survey was made of information relating to CB defense materiel and to USAF organization, doctrines, base layouts and personnel.
