VIET CONG CONTROL IN THE SAIGON-GIA DINH SPECIAL ZONE

Abstract

As late as mid-1965 Viet Cong control of the area within a 30-mile radius of Saigon was vested in the Saigon-Gia Dinh Special Zone Committee, which operates through a Standing Group and several staff sections with the chain of command leading to committees of similar structure at the lower administrative levels. This paper deals with Viet Cong control in the fields of military affairs, propaganda, Communist Party organization security and intelligence, courier and liaison services, and financial and economic survival. Data used in this study are derived almost exclusively from Viet Cong sources available in the files of the American intelligence community. A comprehensive analysis of the subject would require access to data from Vietnamese and third-country files.
