DEVELOPMENT OF PROCEFOR NON-ALERT TESTING OF OUTDOOR ATTACK WARNING SYSTEMS

Abstract

General information on 12 landline controlled and 7 radio controlled warning systems currently in operation in this country and any unique systems or testing procedures presently used was obtained from OCD offices. Analysis of this cross-section of data provided an understanding of the general objectives and problems associated with outdoor attack warning systems commonly used in the United States. Two concepts resulted for non alert testing all outdoor warning systems that are being used at the present time. The major features of the two concepts include the following items. The Silent Testing concept: no sound when testing system; and frequency of tests unlimited. The Minimum Sound concept: the total system is tested; all equipment is exercised during test; daily tests are feasible; and equipment modifications are minor.
