SOVIET BLOC ECONOMIC INTEGRATION: SOME SUGGESTED EXPLANATIONS FOR SLOW PROGRESS,

Abstract

This Memorandum represents an attempt to explain the relatively slow progress in economic integration in the Soviet Bloc. Some of the major factors impeding successful economic integration in the Soviet Blos are: (1) the attempt by each Eastern European country to protect its national sovereignty, (2) the existence of strong vested interests in each country in the form of nationalized industries, (3) the need to take positive actions in planned economies in order to achieve integration rather than relying merely on the removal of artificial barriers, (4) the very great differences in the levels of economic development of the various member countries, (5) the desire for autarky, (6) the ideological preference for heavy industry in each country, and (7) the absence of economic tools necessary for achieving a rational division of labor.
