Abstract
This study presents a review of the field in terms of the technology, exemplar systems, command organizations, and policy considerations. By establishing this groundwork, specific elements of command and control can be analyzed to ascertain their contribution to the successful accomplishment of unilateral arms controls. The measures taken to reduce the accidental or mischievous initiation of wars the inadvertent escalation of wars, and the efficient prosecution of wars to a successful termination at minimum cost, all require specific command and control arrangements. In another phase of the Unicorn study, functional considerations will be applied across a parametric analysis of a spectrum of environments, strategies, and weapon mixes directed toward specific unilateral arms controls in specific areas and time periods.
