ENGINEER CONTROL AND ADVISORY DETACHMENTS.

Abstract

Advisory teams can effectively organize, supervise, train, and motivate unskilled labor on simple construction projects. Control teams do not command subordinate advisory teams, but exercise staff supervision as an engineer element within a special action force headquarters. Professional civilian engineers and contractors will accept and act on recommendations made by ECAD personnel. Advisory teams have the capability to train local military units and individuals in a variety of engineer subjects. Subject to limitations of mobility, advisory teams can operate effectively at multiple locations. Subject to availability of materials and limitations on tools, advisory teams can design and execute engineering projects without assistance from local civilian or military forces. (Author)
