FIRST CONGRESS ON THE INFORMATION SYSTEM SCIENCES. SESSION 2. INFORMATION ASPECTS OF MILITARY COMMAND ORGANIZATION.

Abstract

The trends in command and control systems in organized warfare during the past half decade are summarized and are compared to the forces which will produce major changes over the next five to ten years. The shift in national strategic policy from a single retaliatory deterrence to a policy of flexible response to meet a wide variety of contingencies calls for: reduction of vulnerability and increased survivability in new systems; greater capabilities to be brought about the increased automation and by larger and more efficiently organized staffs; a shift in emphasis on hardware to the development of procedures, programs, and information structures; and a change in data processing functions from just presenting situational or status information to their use as decision-making aids. The organizational aspects of planning in command and control systems is discussed taking into account the advantages and disadvantages of pre-planning versus real-time planning, i.e., making decisions during the course of operations.
