ON THE PROBLEM OF BALLISTIC MISSILE DEFENSE

Abstract

The greater part of this paper discusses technical problems and the questions of whether active missile defense can be technically, economically, or operationally feasible. These questions are likely to have different answers depending on what segment of the United States is to be defended (cities; airfields; hard missile sites; hardened command posts; etc.), the purpose for which defense is undertaken (to prevent or limit damage; to buy time; to raise enemy force requirements; etc.), and how well the defense system is supposed to perform under the variety of circumstances which could arise.
