TECHNICAL MANUAL ENLISTED PERSONNEL SIMULATION SYSTEM (PROJECT MOON).

Abstract

This manual provides a detailed description and complete operating and maintenance instructions for the Enlisted Personnel Simulation System. This research effort sought to explore the practicality of applications of the Operations Research approach and methodology to the problems of Naval Personnel management. The first phase of this project, in which the organization, goals, methods, and communications of the Bureau of Naval Personnel were studied, led to the conclusion by the Institute that the construction and use of a mathematical model of the Personnel System was feasible, and that it would provide management with a powerful new tool in the formulation of personnel policies and the conduct of personnel planning. A report of the development and testing of a pilot model--a system was published for the simulation of personnel production within a single rating of the Enlisted Branch. This model was programmed for the IBM705 Data Processing System then installed at the Bureau. It was found to be successful in its simulation of personnel production in the Electronics Technician rating across a four-year period in the past. (Author)
