ALLOCATION OF RESOURCES: PROBLEMS OF STRATEGIC POSTURE AND READINESS,

Abstract

The allocation of resources for enhancement of the nation's strategic posture and readiness is recognized to have many dimensions--not only intra-Army but also interservice, civil-military, and international (trade and aid as well as interallied cooperation). This larger multidimensional context should be acknowledged in view of the changing character of peace and war, the consequent ambiguity of ''winning'' and ''losing'', and DOD emphasis on the controlled use of force and on the confrontation of cost and effectiveness in the choice of military means to achieve national objectives. Lines of concentration in future support of Army allocation efforts include improvement and fuller application of available operations-research techniques, adoption and adaptation of additional techniques developed in other disciplines, closer consideration of the objectives of different echelons and their compatibility, and design and discriminate use of simpler techniques giving good enough results.
