''OVERKILL'' AND THE MILITARY BUDGET: A REVIEW OF A STRATEGY FOR AMERICAN SECURITY -- AN ALTERNATIVE TO THE 1964 MILITARY BUDGET,

Abstract

It may be that the United States military budget can be cut by $22 billion, it may be that it can be cut by $40 billion. It may be that, as some legislators believe, who have read this document and feel that it is on the right track but overstates, that the budget can be cut by $4-5 billions. The main point made by this review is not that the budget should be untouched, increased, or cut; it is that the methods used for the major portion of A Strategy for American Security cannot reasonably be used to justify any military strategy or any military budget. Those who sincerely believe that cuts should be made had better find a stronger analytical reed to lean on than ''overkill''. (Author)
