STATE OF THE ART, SPEECH COMPRESSION AND DIGITIZATION,

Abstract

This report reviews the state of the art of speech compression and digitization and recommends implementation possibilities and future research and development efforts. It is concluded that conventional vocoding, as represented by spectrum analysis and the voice-excited vocoder, provides a choice of techniques giving good results which should be developed for military use. Specifically, the voice-excited vocoder is recommended for development. Future breakthroughs in speech processing are expected to arise in pattern recognition methods. Lines of attack are recommended. In particular, attention is drawn to the Sceptron approach as a possible direction in which lowcost pattern recognition possibilities may be explored. Development of more universal and objective speech measurement techniques is recommended. (Author)
