WEAPON SYSTEM EFFECTIVENESS INDUSTRY ADVISORY COMMITTEE (WSEIAC). TASK GROUP V. MANAGEMENT SYSTEMS (SYSTEM EFFECTIVENESS ASSURANCE-SUMMARY, POLICY ISSUES, RECOMMENDATIONS).

Abstract

A system effectiveness assurance management concept is presented. It is based on the interacting process of experience retention (resources development) and program management technology (resources application). Six segments integral to this process are identified: data acquisition, technology development, personnel development, program planning, input surveillance, and output evaluation. The recognition and disciplined treatment of activities and elements critical to effectiveness included within each of six segments of effectiveness assurance constitute the management system. Current practice of the Air Force and industry is assessed, a group of fourteen basic policy issues are raised along with related recommendations, and an implementation plan is described. (Author)
