A STUDY OF METHODS FOR THE QUANTITATIVE ANALYSIS OF TRAINING REQUIREMENTS IN STRATEGIC COMMAND AND CONTROL SYSTEMS

Abstract

This report summarizes a study program initiated to develop training requirements for complex strategic command-control systems. Such systems make demands on Naval officers which are somewhat different from other aspects of Naval service, and their exploration is important if the full potentiality of modern technology as applied to command-control is to be exploited. The study itself was concerned with the application of quantitative methods to development of such training requirements. Quantitative methods exist, and have been used successfully on a variety of Naval systems. The object of the study was to test these methods on strategic command-control systems, and, if they were not useful, to attempt to modify them or extend them, or to suggest substitutes for them.
