A METHOD FOR DEVELOPING OPTIMAL PETTY OFFICER RATIOS.

Abstract

This report describes the application of a computerized mathematical model which simulates enlisted manpower changes at pay grades of naval enlisted ratings in the determination of optimal petty officer ratios. Use of the model to predict percentage of requirements met in future years is demonstrated, using current values of the significant variables of retention, advancement, requirements, and non-petty officer base. The model is also used to determine the changes in these variables necessary to meet requirements under three non-petty officer bases. (Author)
