THE VARIABLE STOCK LEVEL (VSL) PROGRAM (AN INVENTORY CONTROL SYSTEM FOR STOCK POINTS),

Abstract

The objective of the Variable Stock Level (VSL) Program is to assist the Stock Point Supply Officer and his staff to attain maximum supply effectiveness while operating within budget constraints. For inventories financially controlled by the U.S. Navy Fleet Material Support Office (FMSO), present policy provides funds for two and one-half months of supply. There exists no direct relationship at the Stock Point between stock funds and operating and maintenance funds. That is, O + M fund money cannot be used to replenish system stocks. The size of the staff is controlled by funded ceiling, which determines the number of supply actions, such as procurements, that can be processed. The VSL Program searches for the best combination of policies for operation within the two budgets.
