TOWARD A PSYCHOLOGICAL OPERATIONS INFORMATION AND ANALYSIS CENTER,
Abstract
The concept of an information and analysis center is explored in which information about psychological operations missions, influence processes, and traditions and behavioral patterns of recipient peoples can be brought together for use in solving operational problems. The advantages of the scientific information center over traditional libraries and information services is analyzed and a comparison of these approaches to the supply of information is made in relation to three aspects: specialization, currency and sophistication of services. Discipline- and mission-oriented information retrieval networks are contrasted and the latter related to psychological operations needs. A three-dimensional matrix is presented illustrating the dimensions of information structure relevant for a psychological operations information and analysis center. These dimensions are shown to be mission-type, cultural analysis and area of social science knowledge. The characteristics of the proposed center are delineated and potentially contributory information sources such as the Foreign Area Research Documentation Center, the Science Information Exchange of the Smithsonian Institution and the Human Relations Area Files are described. A modular approach toward implementation of the center is recommended, and the possibility of beginning with present U. S. Navy users of psychological operations information alone is cited. (Author)
