Civil Defense Communications. Movement to Shelter Concept: Communications Implications,

Abstract

The MTS concept visualizes the movement of the central city population to fallout shelters located within a ring on the periphery of the city at distances where the direct effects of a large nuclear weapon detonating in the central city would cause minimal damage to the shelter occupants. The urban population would be relocated to these shelters during periods of high international tension. The labor force, however, would commute from the MTS area to work locations in the central city to maintain industrial production and essential services while in the MTS posture. The proportion of the labor force commuting to the city would vary depending upon the degree of threat and the imminence of attack.
