OCD SOFT TARGET STUDY

Abstract

This report describes methodology and original computer programs which have been developed to assist in the accomplishment of the study objective. Two computer programs are emphasized. The Dynamic Analyzer program calculates the effectiveness of specified shelter systems in protecting the population from particular attacks. Population mobility and fallout fields which depend on both time and position are considered. The Weighted-Strategy, Multiple Shelter Type Mix and Location Optimizer computes the optimal effectiveness versus cost curve over the range from zero cost to the cost of the most effective system possible with a given shelter catalog. This program also determines the mix and deployment of shelters at desired cost/effectiveness levels. Soft Target Study activity has shown that there is a difference in the intensity and relative intensity of the different weapon effects for cities near soft and hard targets. However, all weapon effects need to be considered for both cases. The significance of this fact is that the procedures developed under the Soft Target Study may be applied to the study of Civil Defense countermeasures for cities in any targeting situation.
