SOME RECENT SIGNS OF REACTION AGAINST PREVAILING SOVIET DOCTRINAL EMPHASIS ON MISSILES,

Abstract

The Khrushchevian concept of the primacy of strategic missile forces as the main branch of Soviet military doctrine is contrasted with a recently developing counter-philosophy among certain Soviet military writers. Excerpts from the writings of the traditionalists suggesting that the unquestioned primacy of ballistic missiles could cripple the creative development of Soviet military theory are presented and discussed.
