SOVIET MILITARY OUTLAYS SINCE 1955

Abstract

This Memoradum is an outgrowth of continuing research on Soviet national income during the Seven Year Plan period. It is concerned with the growth of total Soviet military expenditures since 1955. Limitations of the data make it impossible to obtain an unambiguous, comprehensive series of estimates of Soviet military outlays. The major goal of this study is to survey and interpret the information available in the open literature. Thus this Memorandum is a critical review of what is and is not known from open sources about Soviet military outlays, the first detailed exposition of this kind. As such, the study may also contribute to the periodic discussion on budgetary disarmament.
