RAND'S GRADUATE STUDENT PROGRAM AS A MEANS OF SELECTING COST ANALYSTS,
Abstract
The RAND Graduate Student Program offers a partial solution to the problems associated with hiring new and untrained personnel. The graduate student selected for the program is usually one of the top Ph.D. candidates at his respective school. He is treated much the same as new men joining our staff on a full-time basis. He works on a problem of individual research based on his area of interest and specialty and on RAND's interest, and which hopefully can be completed during the summer period. The idea behind the program is to interest qualified graduate students in full-time employment after graduation, and to allow RAND to observe the capabilities of the candidate firsthand prior to offering him permanent employment. I think it not premature to say that RAND's Graduate Student Program has already proven to be worthwhile, and especially worthwhile to the Cost Analysis Department. The projects worked on this summer by our summer students represent a direct contribution to our research program. The amount of supervisory time given to these students has not been a problem; on the contrary, it has been enlightening. Success of such a program depends in large part upon management's willingness to view it as a long-range capital investment with a continuing commitment.
