HOW WELL DO WE KNOW THE SOVIET UNION.

Abstract

While we go on trying to improve our knowledge and understanding of the Soviet Union, we cannot guarantee ourselves against errors in judgement or occasional surprises from unanticipated Soviet moves. The consequences of the shortcomings in our knowledge of the Soviet Union will be considerably mitigated if the West avoids accepting the passive role of responding to Soviet political initiative and instead pursues a consistent and dynamic policy of its own.
