Abstract
The purpose of this report is to explore those areas where there is, or can be, a choice between the policies of throw-away and of repair or renewal. The discussion lists the advantages and disadvantages most commonly advanced in support of each policy as well as the important parameters to be considered in arriving at policy decisions.
