THE SOVIET CIVIL DEFENSE PROGRAM

Abstract

Soviet civil defense is the subject of public discussion in the United States with a great deal of conflicting information being published about it. Following the late President Kennedy's announcement of plans to accelerate and expand the United States civil defense and shelter construction program, the Soviet Union has done its best to cast doubts on the value of the U. S. effort as well as to deny the existence of a similar civil defense program in the Soviet Union.
