COMMENTS ON WILES' 'RATIONALITY, THE MARKET, DECENTRALIZATION AND THE TERRITORIAL PRINCIPLE,'

Abstract

Wiles paper has two main parts: a theoretical part on rationality and resource allocation, and a slightly more factual part on the recent reorganization of the Soviet economy. The nexus between them appears to be negative; the point seems to be that the reorganization does not represent the kind of reform which economic rationality would suggest. In any case, the remarks of this review are confined to the theory of resource allocation under 'socialism' in part because the reorganization of the Soviet economy is covered in the remarks of others.
