SOVIET TRANSPORT AND COMMUNICATIONS: OUTPUT INDEXES, 1928-1962,

Abstract

Comparisons between the USSR growth rates and those for the United States indicate that in general the rates of increase of output for Soviet transport and communications and their major components greatly exceed those in the United States from 1869 to date. Comparisons between the Soviet increase in transport and communications output and the increases in labor and capital inputs reveal that the output increase exceeds the combined inputs increase and each of the input increases considered separately. United States data for the same sector show the same inequalities. Although the average capital-output ratio for the USSR has continued to decline over time, the incremental capitaloutput ratio in recent years has increased markedly after earlier declines.
