ONR POLICY ON RESEARCH,

Abstract

The principles are stated which guide the Office of Naval Research in the pursuit of its assigned mission and in the development of a balanced, coherent research program. The duties of the Office of Naval Research are: (1) the exercise of intellectual leadership by encouragement and coordination of naval research; (2) the conduct of naval research; and (3) the stewardship of the Navy's concern in matters of patents, inventions, and copyrights. This statement is intended to provide a checkpoint in time and give perspective to those changes which will inevitably occur in the future.
