DECENTRALIZED MANPOWER ALLOCATION BY SHADOW PRICING.

Abstract

A mathematical model is described for the optimal allocation of scientific and engineering manpower among several research and development projects. It is based upon the concept of shadow prices and is advocated as an approach which provides an acceptable balance between centralized and decentralized control. The model takes into account, for each project, not only the cost of varying manpower, but also the cost of changing the level from one period to the next. (Author)
