MULTI-PROGRAM ORGANIZATIONS.

Abstract

Multi-program organizations are utilized by the Deputy for Systems Management within the Aeronautical Systems Division as a device to reduce the span of control, to conserve critical manpower resources through consolidation of certain functions and to gain more flexibility in the use of these critical resources. Multi-program organizations currently in use are in the form of directorates and multiple System Program Offices and are required to efficiently manage the large number of assigned programs and projects. For the most part, these organizations have proven to be effective instruments for conducting systems management. Their effectiveness can be increased through continued emphasis on strong executive leadership and by correcting deficiencies in the environment within which these organizations must operate.
