PROBLEMS OF SOVIET DEFENSE POLICY UNDER THE NEW REGIME,

Abstract

The problems which confront the new leaders of the USSR with respect to the economy, Sino-Soviet relations, intra-bloc unity, and the crisis in Southeast Asia are discussed. The report has a particular focus on defense policy matters, but recognizes the fact that military considerations are intimately bound up with many other aspects of Soviet policy -- the problem of resource allocation, the problem of reconciling East-West detente with Soviet obligations to international communism and the national-liberation movement.
